Homeless-related 311 calls just doubled in a week

The file says it out loud: 219 homeless-related emergency requests in the last seven days. That is double the normal rate.

By Marcus Johnson · FiledAug 30, 2026 · 6:05 AM PT· 4 min

The requests are not evenly spread. East Oakland's District 7 is up 194 percent. West Oakland's District 3 carries more requests than any other district, 97 in a week. District 5 is up 104 percent.

The category is called HOMELESS EMT in the public OAK 311 file. It covers requests routed toward homeless-related emergency response and outreach. It is one of the fastest-moving numbers in the whole OAK 311 record right now.

Before you read the numbers as a diagnosis, read them as a record. The file counts requests, not people. It cannot tell you how many people need help. It can only tell you how often someone asked for it.

A doubling in a week is the kind of signal outreach systems watch. It says demand is moving faster than capacity. The file does not say why. That answer lives in outreach teams' own records, and those are not public.

What the file does say is precise: when someone files, the request routes to the city's outreach system, and the file keeps the status. You can watch the record move. You can hold the statuses to account, the same way this publication holds every status in this record.
